On September 17, 2020, the City Council approved a Personal Transportation Vehicle Ordinance (PTV Ordinance).   This ordinance can be found under Chapter 58, Article V. Section 58 of the City’s Municipal Code (excerpt can be found here). 

This ordinance allows Council to approve certain streets or roads within a specific neighborhood, community, development, or other specific area, to be defined as a PTV District.  This PTV District shall be a clearly defined area.  To be approved as a PTV District, the homeowner’s association for the development, or at least five property owners within an area that is not managed by an HOA, shall petition the City Council to become an approved PTV District.  The petition must include statements; that confirm the district has eligible streets for PTV use (i.e., 25mph speed limit or less), that confirm all PTVs will be used only within the confines of the PTV District, that assure PTV’s use will not be permitted on sidewalks or trails (unless specifically constructed for their use), and that PTVs shall observe all traffic laws.

A Personal Transportation Vehicle is defined as all electric and gasoline-powered pleasure carts, which are commonly called and referred to as golf carts, and which are not capable of exceeding 20 miles per hour.  PTVs must, among other requirements:

Be operated by an individual with a valid driver’s permit

Not be capable of exceeding 20 miles per hour

Have a functioning braking system, including a parking brake

Have an audible reverse warning device when the directional control is in the reverse position

Have head and tail lamps as well as reflex reflectors

Have a rearview mirror

Have hip restraints and hand holds.

PTV Registrations are an annual registration, for the period January 1 through December 31.  Registrations must be renewed annually and are $15/year.  Applicants are required to sign an affidavit (found here) stating that they have read the ordinance and their PTV has the required equipment.   Those operating PTV’s without a registration/decal will be subject to a fine.  Registration/Renewal application can be found here.
